AT&T Wireless Complaint

I was told I could unlock my iphone 7 after canceling my contract and calling to pay my early termination fee over the phone. I did this and confirmed several times with multiple agents who reassured that I would be able to unlock my phone within minutes to a few days. Received email three days later after issue was escalated that said I would not be able to unlock my phone for several months because that is how the system works and there is nothing we can do. I asked to talk to manager who was supposedly busy and was promised to call me back at end of business day. Never recieved that call. I already canceled my contract to unlock my phone and paid the early termination fee over the phone which included a $5 convenience fee. That fee now shows up as a credit(?) in my account instead and the early termination fee according to them will continue to be pending...
